A message from Mayor Patricia Foster:

For years we have been sending kids outside our community when they encounter difficulties.  Sometimes they end up in juvenile hall.  When a youngster goes to juvenile hall, he or she does not always receive the necessary individualized services to address their core issues.  When the youngster returns to our community, we do not have the services in place to address their needs.

We need to change things.  That is why we set up a Youth Court in East Palo Alto.  There are over 1,300 youth courts in the country.  Following substantial planning, we have developed a program for ourselves in this community.   We have asked over 200 young people how they would like such a program to work; we continue to want to hear from young people and their families.
